Have Your Say – Elector Representation Review

Council is reviewing elector representation and is seeking your feedback on a number of options relating to electoral composition and the possible division of the Council area into wards.
Councils are required to conduct a review of their representation periodically as determined by the Minister for Local Government. The reviews generally occur every eight years. The City of Victor Harbor’s last review was undertaken in 2009.
A Representation Options Paper is currently out for community feedback. The Options Paper examines the advantages and disadvantages of a number of options for representation in the Council area. It looks at whether the number of Councillors should be reduced and whether or not a ward structure should be introduced.
View the Representation Options Paper and provide Council with your feedback by 5pm on Friday, 30 September 2016.

A new look for Victor Harbor’s Mainstreet Precinct

The intersection of Ocean and Coral Street in Victor Harbor is now boasting a fresh new look as a result of Stage 1 of the Mainstreet Precinct Upgrade.
The first stage involved new paving, street lighting, garden beds, street furniture, landscaping, drainage and feature art. The design of the upgrade draws upon Victor Harbor’s local marine environment and maritime history.
Central to the design of Stage 1 is the analogy of the whale. Southern Right Whales are iconic to Victor Harbor and the size of these magnificent creatures is reflected in the dimensions of the intersection.
The various planting beds form a distinctive pattern, representing the barnacle clusters that form across the head of the whale. While the unique street lights take on a similar shape to whale ribs and some of the seating looks like whale bones.
Council and Mainstreet Traders will host a Community Street Party tonight to celebrate the completion of Stage 1 of the upgrade.
Stage 1 of the Victor Harbor Mainstreet Precinct Upgrade is an initiative of the City of Victor Harbor with funding support from the State Government’s Places for People Grant Program.

Luring small business to the town centre

In attempt to lure more small businesses to Victor Harbor’s town centre the City of Victor Harbor has made a move to cap contributions to its Car Parking Fund.
Council’s car parking fund was established in 2007 to assist with the future provision of parking within the Regional Town Centre Zone of Victor Harbor. The Car Parking Fund Contribution Scheme allows development proposals to satisfy car parking requirements by either providing actual car parking spaces or by making a financial contribution to the Fund.
At its August meeting, the City of Victor Harbor agreed to cap the car parking contribution at $200 per parking space for small business proposals that met specific criteria including:
- Only requiring Development Approval for a change of use of the land;
- Do not result in a building expansion; and
- Where the development site is within the designated ‘Regional Town Centre Zone’ area.
The interim cap will only be in place until 30 June 2018.

Overwhelming response to second postcard campaign

Residents and ratepayers of the City of Victor Harbor were recently asked to tell Council what they thought of two place brand concepts and a set of draft place values for Victor Harbor.
The draft values and place brand concepts were developed using the stories of Victor Harbor that our community had previously shared with Council.
We received an overwhelming response from the community with their thoughts on the draft place values and their preferred place brand concept. In fact, there were responses from more than 750 people.
Thank you to everyone who took the time to review the draft place values and tell us which of the place brand concepts was the best representation for Victor Harbor. We are now busy collating all the responses to be presented to Council for their consideration at a future meeting.
Further updates on the project will be provided through this e-newsletter.
