Whalers Road Reconstruction

The City of Victor Harbor, in partnership with contractor BILD Infrastructure, is undertaking a project to reconstruct Whalers Road (between White Crescent and Franklin Parade) in Encounter Bay.

Key Details

Location: Whalers Road (between White Crescent and Franklin Parade).

Timeline: May - October 2026, subject to weather and material availability.

Contractor: Council has engaged BILD Infrastructure to undertake construction for this project.

Working Hours: Monday to Friday,  7am – 5pm.

Why is this project being undertaken?

Key objectives for this project include:

  • improving safety for road users and pedestrians.
  • improving accessibility.
  • addressing stormwater drainage issues.

The aim is to deliver infrastructure that meets the community’s needs and complies with relevant standards and safety requirements.

What does the project involve?

The project includes a full reconstruction of Whalers Road, between White Crescent and Franklin Parade.

Road

A full road reconstruction will be undertaken to including removal the existing road surface, preparation of underlying pavement, and placement of new asphalt layers These works will improve driving comfort, address existing defects, and extend the long-term service life of Whalers Road.

Stormwater

Underground stormwater infrastructure will be upgraded to deliver a fit-for-purpose drainage system that reduces street flooding during storm events.

Footpath

A new 1.5m concrete footpath will be constructed with 0.6m offset from the kerb. North-Eastern side (White Crescent to Clive Avenue) and South-Western side (Clive Avenue to Franklin parade) of Whalers Road.

What should residents expect?

Whalers Road will remain accessible for residents during construction however traffic conditions will change as the project progresses. Temporary traffic management will be in place which may include reduced speeds, lane and parking restrictions, and short delays.

Access to driveways on Whalers Road may be impacted at times during the construction period. This is to allow the construction of the new footpath and kerbing. Information relating to individual property access will be communicated with residents in advance.

Non-residents may be advised to take alternate routes (avoiding travel on Whalers Road) during stages of the construction. Signage will be in place for detours.

While every effort will be made to minimise disruption, there will be workers and construction vehicles moving through the area during work hours. Residents should expect construction-related noise.
