Identified in the City of Victor Harbor’s Stormwater Management Plan, Gibson Avenue and Bartel Boulevard, Encounter Bay, will undergo infrastructure upgrades to mitigate stormwater pooling.

Inadequate stormwater systems have led to low-lying flooding on the Gibson Avenue and Bartel Boulevard intersection, creating a risk to road users and homes.

City of Victor Harbor Chief Executive Officer Victoria MacKirdy said the primary objective of the project is to address drainage issues and mitigate ponding depths.

“This will, in turn, enhance road safety, extend the lifespan of the asphalt and minimise disturbances to residents,” she said.

Works to be undertaken as part of the project include:

  • Installation of new underground drainage system
  • Additional stormwater inlets
  • Local earthworks, road reshaping
  • Water Sensitive Urban Design/bioretention in the verge to control water pooling

Construction works are anticipated to commence in late February 2025, with completion expected early June 2025 (subject to unexpected delays). Works will also include Nicolas Baudin Drive and Ketch Place to a lesser degree, with traffic management in place throughout the works program.

There will be several temporary road closures and detours required as a result of the works. Residents are thanked for their patience during the upgrades.
