Development Applications
Lodging a Development Application
South Australia's new planning system requires development applications to be submitted online via the state-wide ePlanning platform.
Go to the Plan SA website to create an account and lodge an application. Resources detailing the lodgement process are also available on the Plan SA website.
To find out if approval is required for your project, you can access the Approval Wizard. By answering a few questions the wizard can determine:
- If you need approval
- How to apply for approval
- Who to contact for more information.

Important Notes
Development and Land Division Applications submitted from 19 March 2021
Applications must be submitted into the ePlanning portal. The portal can be accessed via www.plan.sa.gov.au.
On-Site Wastewater Applications
Wastewater Applications must be submitted separate to an associated Development Application and should not be uploaded to the ePlanning portal. Provide a completed application form with associated plans and reports to localgov@victor.sa.gov.au.

Applications on Public Notice
Council assessed applications on public notice are available to view on the Plan SA website, during the notification period.
The commencement date for the notification period is indicated above your name on the proposed development notification letter. Plans will be available for viewing online from 12am on the commencement date until 5pm on the closing date.
To view applications on public notice you can type in the link or scan the QR code provided in your notification letter. Alternatively select the below link, search for the appropriate application and click the underlined Application ID.

Application documents can be downloaded from the links provided under the heading ‘Documents’. Please note, clicking a link will download the associated file and you may need to open the file from your download list to view the document.

If you are unable to view plans on your own device, staff assistance and computer access is available at the Victor Harbor Public Library.
Complaints regarding errors or difficulties encountered in accessing applications on public notice should be directed to the Plan SA Help Desk on phone 1800 752 664, email to PlanSA@sa.gov.au or use the Plan SA Support Request Form.
Planning and Design Code
The Planning and Design Code (the Code) replaced all development plans to become the single source of planning policy for development applications across South Australia.
Application Register
Council's Development Application Registers will continue to be updated at the beginning of each month with information relating to applications lodged prior to the implementation of the ePlanning platform on 19 March 2021.
