Exceptional Circumstance Additional Waste Collection
Exceptional Circumstance (EC) bins aim to meet the needs of large families, those with children in nappies or those living with a medical condition which produces extra waste. Residents in these circumstances may be eligible for one additional 140L general waste bin-collected fortnightly without charge.
Eligibility
To be eligible for an EC bin, residents need to meet one or more of the following conditions:
- Large Family - A large family is defined as a permanent residential dwelling in which 5 or more persons live for at least 5 nights per week.
- Nappies - A permanent residential dwelling, where the use of disposable nappies results in the production of an extra volume of waste.
- Special Medical Needs - A permanent residential dwelling, where an extra volume of waste is produced due to a resident’s medical condition. This does not include premises generating medical waste from a business, such as home massage, podiatry or similar.
General Information
Eligible EC applicants will be issued a sticker to affix to the EC bin, which will confirm to waste collection drivers that the EC bin is eligible for collection.
Please note that EC bins are not collected during the peak summer school holiday period, when weekly collection of waste applies.
Residents who have an EC bin are required to renew their service on an annual basis, to verify eligibility for the service is still met.

To apply for a new Exceptional Circumstance Additional Waste Collection service, please complete the application form.
Return the form via:
- email to localgov@victor.sa.gov.au (along with copies of the relevant documentation requested on the form)
- hand delivery to City of Victor Harbor Civic Centre (1 Bay Road, Victor Harbor, SA, 5211)
Renewing your EC bin
Residents who have an EC bin are required to renew their service on an annual basis, to verify eligibility for the service is still met.
