Victor Harbor Urban Growth Management Strategy Adopted

Published 29th September 2025
In a significant milestone for the City of Victor Harbor, the Council adopted the Urban Growth Management Strategy 2050 (UGMS) at its September Meeting.

This pivotal decision signals a new era of sustainable growth, setting the course for Victor Harbor to thrive while preserving the character and lifestyle that define the unique coastal charm highly valued by locals and visitors alike.

The UGMS is the result of a comprehensive and collaborative process that began in 2023 with a range of significant strategic investigations to help inform its development. Prepared in partnership with leading planning consultancy Future Urban, the Strategy reflects the Council’s commitment to managing growth in a way that protects the heritage, character, lifestyle, and environment that our community values most.

The development of the UGMS involved three formal phases of community and stakeholder engagement, beginning with a Discussion Paper in February 2024, followed by two rounds of public consultation on draft versions of the Strategy. Feedback from residents, businesses, and key stakeholders was instrumental in refining the Strategy.

City of Victor Harbor Mayor Dr. Moira Jenkins expressed gratitude to the community for their invaluable input.

“This is not just a Council document. It’s a shared vision, shaped by the voices of our community and the expertise of our partners. The UGMS ensures that Victor Harbor’s growth is managed with care, foresight, and respect for what makes our city unique,” Mayor Jenkins said.

“I would like to extend my sincere thanks to our community for their invaluable input throughout the development of the UGMS. Your feedback and engagement has been instrumental in shaping a Strategy that truly reflects the aspirations and priorities of Victor Harbor.”

City of Victor Harbor Chief Executive Officer Victoria MacKirdy echoed the Mayor’s sentiments and highlighted the strategic approach that underpinned the success of the Strategy’s development.

“The Council’s approach to future planning is both strategic and inclusive. We have drawn upon a suite of in-depth investigations, in addition to meaningful engagement with our community and stakeholders. This commitment ensures every step forward is evidence-based and guided by well-informed strategic priorities,” Ms MacKirdy said.

“It is also important to highlight that the UGMS will be key for Council when engaging with the State Government as they roll out their Greater Adelaide Regional Plan (GARP). It’s vital that we’re not just observers, but active players in shaping how GARP unfolds locally and the UGMS gives us the tools to do just that.”

With the UGMS now adopted, the Council will move forward with planning its implementation, with annual reports on progress to be published to keep the community and stakeholders informed.
