Mountain Bike Park

For some time, the City of Victor Harbor has been planning for a Mountain Bike Park to be developed in Victor Harbor.

Mountain Bike Strategy

The City of Victor Harbor's Mountain Bike Strategy was adopted in 2021. It builds upon the Bicycle Strategy, adopted in 2016, but focuses specifically on mountain biking.

The Mountain Bike Strategy presents a vision to make the most of our extensive coastline, rolling hills and accessible river corridors by providing recreation opportunities for mountain bikers of all skill levels. It estimates that mountain biking could provide $23 million in social, economic and health benefits over a 10 year period.

During public consultation on the Mountain Bike Strategy, it was evident that a mountain bike trail network could provide significant benefits to the community. Almost all respondents in our survey (97%) supported the vision outlined in the strategy.

Brown Hill Land Secured

In January 2026, it was announced that approximately 50 hectares of land in Hindmarsh Valley has been secured as the site of Victor Harbor’s future Mountain Bike Park.

The land, known as Brown Hill, is located off Waterport Road and has dynamic topography ideal for mountain biking and hiking. It is complemented by scenic views stretching across the township and coastline of Victor Harbor.

The Government of South Australia provided a $1 million grant to support the acquisition of land for the development of mountain bike trails.

Next Steps

A significant amount of work needs to be undertaken before the Mountain Bike Park at Brown Hill can be made accessible to the public. It's important to note that, at this stage, community members are not currently permitted to access or use the land.

Land acquisition

Council expects it will take official ownership of the Brown Hill land in mid 2026, subject to a land division development application being successful.

Review of designs

Initial concept designs (developed in 2021) proposed four tracks at the Brown Hill site. These plans will be reviewed to ensure they still meet the needs and expectations of our community, and to ensure trails cater for a broad range of skill levels.

Master Plan

A master plan is required to guide staged development of the Mountain Bike Park. This master plan will also outline details on the number and type of facilities that will be delivered in the park.

Funding for this master plan will be considered as part of Council's 2026/27 budget preparations.

Park development

Development of the park will be staged according to the master plan. The aim is to have elements of the park delivered within five years (by 2031).

Want to get involved?

This exciting project has a high level of interest from both mountain bikers and the wider community.

Community members are encouraged to register their details at Council's Your Say website to hear about opportunities to have their say. This includes consultation on Council's Annual Business Plan and Budget, where funding for the Mountain Bike Park's development will be considered among other priorities.

Businesses who would like to be involved in the Mountain Bike Park's development are encouraged to stay abreast of project progress. Our Quotes and Tenders page has more information for contractors and consultants.

Acknowledgements

This project would not be possible without the support, co-operation and commitment of the current Brown Hill landowners.

It is the culmination of years of work by Council staff and several passionate community members, including Karl Lang and Shirley Sunter, among others.

Council also extends appreciation to the Government of South Australia for their significant contribution towards the land purchase.
