Jagger Road Upgrade

The City of Victor Harbor is undertaking a major upgrade to Jagger Road in Encounter Bay. This project seeks to address ageing infrastructure and improve safety.

Background

Jagger Road is an important collector road, used regularly by Encounter Bay residents, visitors to The Bluff, recreational boaters and commercial tourism operators.

Over time, Jagger Road has become no longer fit for purpose. The road itself has deteriorated, resulting in extensive cracking, deformations and ongoing pothole issues. A lack of underground stormwater management has also resulted in instances of excessive surface runoff.

The need to upgrade Jagger Road has been identified in Council’s Asset Management Plans and The Bluff Master Plan. It was also identified as a Key Planned Activity in Council’s Annual Business Plan and Budget.

Project Aims

The upgrade to Jagger Road aims to replace ageing infrastructure, alleviate stormwater issues, and improve motorist and pedestrian safety.

Works to be undertaken as part of the project include:

  • Full road reconstruction to remove cracking, deformations and potholes
  • Installation of new underground stormwater drainage system with pits and pipes to collect runoff
  • New kerb and gutter for the southern roadside
  • Introduction of parallel parking on the southern roadside adjacent to The Bluff Reserve
  • Extension of existing footpath to provide a connection between The Bluff, The Bluff Boat Ramp and Encounter Bikeway
  • Lighting upgrades

Timeline

Update: Preliminary works for stage one of the Jagger Road upgrade (from Bluff Road to Passatt Street) will commence in early August 2024. Works will be completed between the hours of 7am to 5pm Monday to Friday. The upgrade is expected to be completed by the end of year.

Further stages of the Jagger Road upgrade will be determined as part of future budget cycles.

Access

Traffic management measures will be in place during construction. Please adhere to all signage and directions in the area to ensure safety for workers, residents and motorists. Bins will be collected as per usual, however on-street parking will be restricted during working hours. Local access to properties will be maintained at all times.

Budget

Council has allocated $1,760,000 in its 2024/25 Annual Business Plan and Budget for stage one of the Jagger Road upgrade.
