Fleurieu Regional Assessment Panel

On 23 January 2025 the City of Victor Harbor joined the existing Fleurieu Regional Assessment Panel made up of both the District Council of Yankalilla and the Alexandrina Council.

Under the Planning, Development and Infrastructure Act 2016 (PDI Act), the City of Victor Harbor Council Assessment Panel will be replaced by the Fleurieu Regional Assessment Panel (FRAP).

Please note: For any development applications lodged from 23 January 2025, the FRAP will be the relevant authority. All existing applications lodged prior to the 23 January 2025 within the City of Victor Harbor will currently still be under delegation of the existing Council Assessment Panel.

The FRAP is an independent planning authority that has been established under the PDI Act.  The FRAP is responsible for the assessment of qualifying development applications that are subject to public notification within Alexandrina Council, the District Council of Yankalilla and the City of Victor Harbor.

The role of the FRAP is to make decisions on planning applications in accordance with the Planning and Design Code.  All members have a strong interest in community planning, have a sound knowledge of planning legislation, and the qualifications and/or experience required for development assessment.

The Fleurieu Regional Assessment Panel consists of the following five (5) members, noting each Councillor representative will be rotated annually:

Independent Members

  • Jamie Botten
  • Jock Smylie

Council Representative

  • Cr Bill Coomans (Alexandrina Council)

Deputy Council Representative

  • Cr Simon Rothwell (District Council of Yankalilla)

Non-Sitting Council Representative

  • Cr Carol Schofield (City of Victor Harbor)

The administration of the Fleurieu Regional Assessment Panel is supported by the Assessment Manager, appointed by the CEO of the Department for Housing and Urban Development on recommendation from the constituent Council CEOs.  The role of the Assessment Manager is to manage the staff and operations of the Panel and to provide advice to the Panel as appropriate.
