Council Assessment Panel
The Council Assessment Panel (CAP) has been established pursuant to Section 83 (1) of the Planning, Development and Infrastructure Act 2016 (PDI Act). CAP commenced operation on 1 October 2017 and replaced the previous Council Development Assessment Panel (CDAP).
The Panel comprises 4 Independent Members and 1 Council Member:
- Michael Doherty (Presiding Member)
- Kate Shierlaw
- Jock Smylie
- Cherry Getsom
- Cr Carol Schofield
- Cr Michael Quinton (Deputy Council Member)
- Heath Edwards (Deputy Independent Member)
The CAP generally meet once a month at 5pm in the Council Chambers at 1 Bay Road, Victor Harbor

Terms of Reference
The CAP is a body formed by the Council in accordance with Section 83 (1) of the Planning, Development and Infrastructure Act 2016 (PDI Act). The CAP is granted delegated powers that are administered in accordance with its Terms of Reference as determined by resolution of the Council.

Code of Conduct
Panel members are required to act in accordance with the Ministers Code of Conduct under Schedule 3 of the Planning, Development and Infrastructure Act 2016 (PDI Act).
All code of conduct compliants are required to be made to the State Planning Commission and Regulation 11 of the Planning, Development and Infrastructure (General) Regulations 2017 (operational from 1 October 2017) prescribes the process to be followed if a person believes that a member of an assessment panel has acted in contravention of the code of conduct.
