Council Assessment Panel

On 23 January 2025 the City of Victor Harbor joined the existing Fleurieu Regional Assessment Panel made up of both the District Council of Yankalilla and the Alexandrina Council.

Under the Planning, Development and Infrastructure Act 2016 (PDI Act), the City of Victor Harbor Council Assessment Panel will be replaced by the Fleurieu Regional Assessment Panel (FRAP).

Please note: For any development applications lodged from 23 January 2025, the FRAP will be the relevant authority. All existing applications lodged prior to the 23 January 2025 within the City of Victor Harbor will currently still be under delegation of the existing Council Assessment Panel.

The Council Assessment Panel (CAP) was established pursuant to Section 83 (1) of the Planning, Development and Infrastructure Act 2016 (PDI Act).  CAP commenced operation on 1 October 2017 and replaced the previous Council Development Assessment Panel (CDAP).

The Panel comprises 2 Independent Members and 1 Council Member:

  • Michael Doherty (Presiding Member)
  • Cherry Getsom
  • Cr Carol Schofield
  • Cr Stewart Burns (Deputy Council Member)

The CAP generally meet once a month at 5pm in the Council Chambers at 1 Bay Road, Victor Harbor

Terms of Reference

The CAP is a body formed by the Council in accordance with Section 83 (1) of the Planning, Development and Infrastructure Act 2016 (PDI Act).  The CAP is granted delegated powers that are administered in accordance with its Terms of Reference as determined by resolution of the Council.

Code of Conduct

Panel members are required to act in accordance with the Ministers Code of Conduct under Schedule 3 of the Planning, Development and Infrastructure Act 2016 (PDI Act).

All code of conduct compliants are required to be made to the State Planning Commission and Regulation 11 of the Planning, Development and Infrastructure (General) Regulations 2017 (operational from 1 October 2017) prescribes the process to be followed if a person believes that a member of an assessment panel has acted in contravention of the code of conduct.

Meeting Dates for 2025

Meetings are generally held on the second Tuesday of each month, commencing at 5pm, however meetings may be cancelled or postponed when there are no items to be discussed/considered.

Venue: Council Chambers, 1 Bay Road, Victor Harbor (entry to the Chambers is gained via the main western entrance to the Civic Centre)
