COVID-19 Rate Relief

The City of Victor Harbor is committed to supporting those ratepayers who have been affected by the COVID-19 pandemic and are unable to meet their rating liability requirements.

At Special Council Meetings held on Friday, 27 March 2020 and Monday, 18 May 2020 the City of Victor Harbor have passed a number of immediate and longer term support measures. For full details of the measures adopted please click here. The provisions relating to council rate relief are as follows:

  • Bulk waiver of late payment fines and interest from 1 March 2020 until 30 September 2020 on all outstanding balances.
  • Payment arrangements to spread any outstanding balance with 2020/21 council rates over weekly, fortnightly or monthly payments. Waiver of fines and interest over the term of the arrangement may apply and direct debit payments are available
  • Due date extensions for quarterly instalments of up to 3 months, further extensions can be granted until 30 June 2021. Waiver of fines and interest over the term of the arrangement may apply and direct debit payments are available
  • Debt recovery action suspended, all accounts currently subject to debt recovery or legal action will continue to be held until 31 December 2020 and any new accounts until 30 June 2021
  • Remissions of 4th quarter 2019/20 council rates (to maximum $500) for ratepayers effected by COVID-19 and experiencing financial hardship

Council rates for 2020/21 are still subject to Annual Business Plan and Budget considerations and are expected to be available for public consultation in early June 2020.

What do I need to do?

If you are able to pay your council rates

Council encourages those ratepayers who are still able to pay their council rates liability to continue to do so. This will not only keep your account from amounting what could be a large outstanding liability to pay at a later date, but will continue to provide the funding for services Council provides to the community.

If you want to make a payment arrangement or due date extension

The suspension of debt recovery action and bulk remission of fines and interest has already given all ratepayers an effective due date extension until 30 September 2020. If you are able to pay your 4th quarter 2019/20 and 1st quarter 2020/21 council rate instalments by 30 September, you do not need to do anything.

If you wish to apply for a remission of your 4th quarter 2019/20 council rates

If you are experiencing financial hardship and unable to pay your council rates you are encouraged to contact the Senior Rates Officer to discuss your council rates account.

Council has provided relaxed evidence provisions for specific COVID-19 rate relief categories as set out below.

Principle Place of Residence

- the property is owned in personal name and spouse (if any) only

- not eligible for Seniors Rates Postponement

- currently receiving the JobSeeker or JobKeeper payment

- reduction of household income by at least 30% since 11 March 2020 until 30 June 2020

Holiday Rental

- residential house used as holiday rental of the whole property (this does not include commercial accommodation providers, such as motels and B&B which can apply under the small local business category)

- cancellation of at least 30% of bookings since 11 March 2020 until 30 June 2020

- reduction of personal household income by at least 30% since 11 March 2020 until 30 June 2020

Residential Rental

- reduction in weekly rent of at least 30% since 11 March 2020 until 30 June 2020

- current lease to be for minimum of 12 months and does not end before 31 December 2020

- reduction of personal household income by at least 30% since 11 March 2020 until 30 June 2020

Small Local Business

- 20 or less full time equivalent employees

- receiving Job Keeper payments

- receiving the Boosting Cashflow payment

- reduction in business income of at least 30% from 11 March 2020 until 30 June 2020

- if the business is a tenant, the lease has been reduced by at least 30% from 11 March 2020 until 30 June 2020

A completed application form and supportive documentation must be submitted by 31 July 2020.

Hardship Postponement or Remission - COVID-19

If your financial hardship is more significant or you do not meet the COVID-19 remission criteria, Council’s normal hardship postponement and remission provisions are still available.

If you have an existing direct debit

All existing direct debits will be continued. If you require your direct debit to be cancelled or suspended please advise our office in writing or by email to localgov@victor.sa.gov.au.
