New Planning System for SA

 

The State Planning Commission is leading South Australia’s biggest reform to the urban and regional planning system in over 25 years.
 
The resulting planning system will be operational by 1 July 2020 and will be underpinned by the new Planning, Development and Infrastructure Act 2016 (PDI Act) which introduces a raft of new planning tools.
 
The new planning and development system will affect how development policy is formed and amended, and how development applications are lodged and assessed.
 

The changes

Some of the changes to the Planning and Development system include:

  • The establishment of the State Planning Commission as the state's independent, principal planning body that provides advice and makes recommendations on the administration of the PDI Act.
  • The PDI Act requires the Planning and Design Code to be created. This will become the state's single planning rulebook for assessing all development applications, removing the existing 72 Council specific Development Plans.
  • Establishing a professional accreditation scheme for planners and building surveyors to provide increased confidence for development applicants and communities that decisions are being made by qualified and experienced professionals who regularly undergo training and are audited for competency.
  • Deliver an online planning portal as a one-stop-shop for planning information and lodging and assessment of development applications

On 1 October 2019, the  Draft Planning and Design Code for Phase Two and Phase Three  went on public consultation. The City of Victor Harbor is in Phase Three.
