Council Development Assessment Panel
The City of Victor Harbor Council Development Assessment Panel (CDAP) is established under Section 56A of the Development Act 1993 to act as the 'relevant authority' (as that term is defined in the Development Act, 1993) in respect of all development control matters.
The Council Development Assessment Panel (CDAP) operates separately from Council as a development assessment authority and has its own procedures, terms of reference and protocols.
The Development Act, 1993 as amended, requires each CDAP to consist of seven members with:
A specialist/independent presiding member (who is not a member of council or council staff)
- At least three other specialist/independent members (who are not members of council or council staff)
- Up to three elected council members

All members are appointed by council. Membership of the Council Development Assessment Panel consists of the following members:

The Council Development Assessment Panel meet once a month at 5pm in the Council Chambers at 1 Bay Road, Victor Harbor.

Charter and Delegations Policy
The Council Development Assessment Panel is a body formed by the Council in accordance with the requirement of Section 56A of the Development Act 1993. The panel is granted delegated powers that are administered in accordance with its Charter and Delegations Policy as determined by resolution of the Council.
Code of Conduct
Panel members and delegates are required to act in accordance with the Minister's Code of Conduct (under Section 21A of the Development Act).
